 Egyptian Association’s for Community Participation Enhancement third report on monitoring the first electoral day on the second round of parliamentary elections

The observers of the association spotted many irregularities that marred the election process until 7pm, these irregularities are mentioned as follows:

Cairo governorate:

The observers of the association spotted in Al-Khalifa, Mokattam and Al-Darb Al-Ahmar the supporters of the independent candidates (A.Sh) and (M.H) and the candidate of Al-Wafad party distribute money to voters ranging from L.E50 to L.E200, as well as there is a group transporting of the voters using microbuses, tuktuks and motorbikes.

The observers of the association spotted in hadayeq Al-Koba constituency, a replacement of an empty ballots box with another full box in the polling station no. 101 in Al-Shaheed Al-Zahabi school, and therefore the voters attacked the judge in the polling station and the judge in turn closed the door before the voters and the ballots started again in this polling station after the intervention of the security forces. The association’s observers also spotted that there were two empty boxes beside the polling station no. 14 in Al-Noqrashy school, Hadayeq El-Kobba constituency that raised the anger of the candidates (H.G) and (S.A) that the conditions in this polling stations is unstable.

In Al-Basateen constituency, two allied candidates rent a shop next to the polling stations and the schools with a written signs (Know your polling station and their names) assumed that they are informing the voters where their polling stations are. The candidates’ representatives proposed L.E 300 to the voters inside this shop after telling them where their polling stations are.

Al-Sharqeya governorate:

The observers of the association spotted that the judge of the polling station no. 92 in Abou-Shousha primary school, Belbis constituency, directs the voters to vote for the candidate of Al-Nour party (A.A).

In the polling stations no. 108 & 109 in Mostafa Kamel primary school, the candidate (A.H) pays L.E100 for the vote.

In Sal Al-Basta School, Zagazig constituency, the supporters of the candidate (M.D) pay from L.E100 to L.E 200 to voters to make them cast their votes in favor of this candidate.

In Abou-Hamad secondary school, the ballots stopped for an hour because of the fights between the supporters of the candidates in order to direct the voters to cast their votes in favor of the candidates (A.F) and (A.F).

One supporter of the dissolved national party’s candidate (Kh.D) has been arrested in front of the technical commercial institute in Zagazig for paying bribes to the voters.

In the polling station no. 110 in secondary school for hotels, Tour Sinia constituency, the judge prohibited the representatives of the candidates from entering the polling stations. And in the polling station no.5 in Ali Mobark School, the judge prohibited all the candidates’ representatives except two of them.

Menoufia governorate:

In the polling stations no. 187 &188 in the primary school in Shenta Al-Hagar, Quesna constituency, (A.G) the candidate of “Tayar Al-Estqlal” direct the voters and the judge decided to stop the ballots immediately.

Qaliubiya governorate:

The observers of the association spotted irregularities in campaigning and violating of the electoral silence, as there was a heavy presence of the candidates’ representative before the polling stations and in the streets that lead to it, call on people to vote for their candidate and they were distributing small pictures with his electoral slogan.

Others exploited people’s ignorance with the elections matters especially the old persons, they write the names of their candidates on the back of the candidate’s picture to make them cast their votes in favor him. And there are cars and tuktuks carry pictures for the candidates and roaming the streets and before the schools and call on voting them.

There a gathering of voters in the polling stations in the governorates in the villages where one person from this village stands for election. One of the candidates’ supporters in Kafr Shokr directs the voters using his personal computer to print a paper with his polling station and his number and calls on people outside the polling station to vote for this candidate.
