 Egyptian Association’s for Community Participation Enhancement second report on monitoring the second electoral day on the second round of parliamentary elections

Buying the votes in four governorates which are (Suez, Qaliubiya, Menoufia and Sharqeya), distributing food commodities to the voters in Sharqeya, group transporting in four governorates which are (North Sinai, Menoufia, Sharqeya and Cairo), as well as an increase in ladies’ and old persons’ turnout in some polling stations in North Sinai and South Sinia. These are the most important observations that have been observed by the observers of the association during monitoring the electoral process until 2:30pm, it can be represented as follows:

Menoufia governorate: 

In Dayret Berkt Al-Sabea the observers of the association spotted a car no. 32881 belonging to the candidate (G.A) pays L.E 100 to voters in east Berkt Al-sabaa.

In the same constituency, the candidate (M.S) paid a citizen called (A.A) L.E400 as a bribe to drive him vote for him in front of the polling station no 139 in Berkt Al-sabaa prep school for girls.

In Al-Bagour constituency, the supporters of the candidate (M.A) are gathering the voters and pay L.E200 for the vote, as well as they are campaigning in front of the polling stations and directing the voters to vote for him.

South Sinia governorate:  

The observers of the association spotted the supporters of the candidates rent cars to transport the voters to the polling stations in Tour Sinia especially in front of Ali Mobark School in the second constituency. As well as there is an increase in the voters’ turnout especially of ladies and old persons.

North Sinia governorate:

The observers of the association observed an increase in ladies’ turnout in most polling stations in North Sinia, and the candidates’ representatives are directing the voters to vote for the candidate (H.N) in Abou-Sakl school.

Sharqeya governorate:

The observers of the association spotted the supporters of the candidate (A.H) pay l.E50 for the vote in Abou-Kebir, while the supporters of the candidate (M.D) pay L.E200 in Zagazig constituency. The rotating paper has been found in some polling stations in Zagazig.

The observers of the association also spotted the supporters of the candidate (M.A) distributing supplies to voters in Al-Qnayat and Al-Osalgy cities in Zagazig constituency. And the representatives of the candidate (M.D) pay L.E50 for the vote, as well as some candidates such as (M.Z) and (M.B) in Zagazig constituency, (M.A) and (Kh.D) in Abou-Kebir, (A.L) and (A.H) in Saloot, and (Sh.Z) in Belbees rent cars to transport to the polling stations.

Cairo governorate:

The observers of the association spotted that there is group transport of voters by microbuses and tuktuks by the candidates (H.A), (A.A), (A.L), (H.F), (A.F) and (H.A).

Qaliubiya governorate:

The observers of the association spotted the supporters of the candidate (M.A) pay L.E 200 for the vote, and the Al-Masryeen Al-Ahrar party’s candidate (A.Gh) gave the church 15 plasma computer screens.

Suez governorate:

The observers of the association spotted the supporters of Al-Nour party’s candidates (A.A) and (T.A) are transporting groups of voters to the polling stations, and the supporters of the candidate (M.Gh) pay L.E600 for the vote, while the supporters of the candidate (M.A) pay L.E900 for the vote.
