 Egyptian Association’s for Community Participation Enhancement second report on monitoring the first electoral day on the runoff of the second round of parliamentary elections

Buying votes in Cairo, Sharqia and Damietta, group transporting of voters in Cairo, Dakahlia, Menoufia and Sharqia, an increase in ladies’ and old persons’ turnout in Dakahlia and Menoufia and directing of voters in Cairo and Dakahlia. These are the most important observations by the observers of the Egyptian Association for Community Participation Enhancement throughout monitoring the first electoral day on the runoff on the second round of parliamentary elections till 2:30pm and can be represented as follows:

Cairo governorate:

The observers of the association spotted the supporters of the candidates (H.A) and (S.F) are paying L.E50 for the vote in Hadayek Al-Qobba constituency. The police arrested a car which is belonging to this candidate, which is used in transporting voters to the polling stations and they are paying bribes inside the car, as the supporters of the candidate are marking the hand of the voter with the ink to prevent them from taking any money from other candidates.

The observers of the association also spotted the supporters of the independent candidate (R.A) are directing the voters to make them vote for him in front of Khaled Ibn Al-Waleed languages school, Al-Basateen constituency.

In Al-Mataria constituency, in Abbas Al-Akkad School, the supporters of the independent candidates (A.A) and (A.A) are using advertising signs around the school and on the tuktuks.

Sharqia governorate:

The observers of the association spotted the supporters of the candidates (M.H) and (A.A) rented cars with speakers to gather the voters to drive them to vote. And the supporters of the candidates (A.A) and (Kh.A) are paying L.E100 for the vote in Zagazig constituency. In saqout constituency, the supporters of the candidate (H.A) are paying L.E50 for the vote.

Damietta governorate:

The observers of the association spotted the supporters of the candidate (A.L) are paying L.E100 for the vote in Bandar Damietta constituency.

Dakahlia governorate:

In Belqas constituency, the association spotted a group transporting of voters by 6 independent candidates (E.A), (A.G), (Y.F), (W.Q) and (A.A), as they are using tuktuks, cars and microbuses to transport the voters to their polling stations.  

In Belqas constituency, in Selena, Kardous, Al-Shwany and Al-Malaab polling stations, the representatives of these candidates are directing the voters inside the polling stations and the judges realized it and get them out of the polling station and replaced them with other representatives. While the turnout increased in some governorates especially from ladies and old persons.

Menoufia governorate:

The observers of the association spotted that there is a car no.8621M.L.S which is used in transporting the voters from their houses to Al-Nahda school in Berket Al-Sabaa constituency to make them vote for the candidate (A.H). As well as the supporters of the candidate (W.A) are transporting the voters to Hessa Maleeg School by tuktuks. While the voting is still slim in Meet Al-Kom village, Shebeen Al-Kom constituency, but the turnout increased in Tala town especially of ladies and old persons.
