 Egyptian Association’s for Community Participation Enhancement third report on monitoring the first electoral day on the runoff of the second round of parliamentary elections

The observers of the Egyptian association for community participation enhancement several irregularities that marred the first electoral day on the runoff on the second round of parliamentary elections 2015 till 7pm, and can be represented as follows:

Cairo governorate:

The observers of the association spotted in Boulaq Abou El-Ela, Zamalek and Qasr Al-Nile constituency that there are two warehouses are opened in Warsht Al-Cotton district to distribute money to voters as a bribe to make them vote in favor of the independent candidate (M.H) who is paying L.E 150-200 for the vote. As well as the supporters of the candidates (M.H) and (M.A) are transporting groups of voters by microbuses and Suzuki cars to the polling stations in order to direct them to vote for these candidates.

In Boulaq Abou El-Ela constituency in front of Al-Salam primary school, the police arrested a member in the campaign of the independent candidate (M.A) for distributing electoral bribes ranging from L.E 100 to L.E150 for the vote.

In Al-wayli constituency in front of Al-Abbaseya commercial school for girls, a fighting happened between the supporters of the independent candidates (M.A) and (Sh.A) as they were directing the voters and the security forces controlled over it.

In Mataria constituency, the supporters of the candidate (A.A) are distributing bags to the voters in their houses; contain food commodities (oil and sugar) and the picture of the candidate on it.

The observers of the association also spotted the supporters of the candidates (A.L), (A.M) and (A.W) are directing the voters not to vote for the Christian candidates, at the same time they are paying L.E200 for the vote. The turnout of ladies and old persons increased in this constituency.

Dakahlia governorate:

The observers of the association spotted that there were altercations between the supporters of the candidates (M.A) and (N.A) in Kom Al-Nour village in Meet Ghamr constituency, after getting the voters’ data using a laptop and directing them to vote for their candidate, therefore the supporters of the other candidate intervene and a strong altercation happened between them amid a chaos and the policemen and army forces immediately intervene and controlled over it.

Ismailia governorate:

The observers of the association observed that the voting is slim all over the governorate, but it is moderate in some villages.

Port Said governorate:

The observers of the association spotted in Al-Dawahy and Al-Ganoub constituencies, the independent candidate (H.A) is paying L.E250 for the vote, as well as they are transporting groups of voters to the polling stations, the turnout of ladies and old persons increased.

South Sinia governorate:

The observers of the association spotted the candidates (Z.H) and (A.A) are renting cars to transport groups of voters and there were banners for the candidates around the polling stations in the second constituency.

Menoufia governorate:

The observers of the association observed that the voting is slim in Berket Al-Sabaa, Al-Shohdaa and Tala constituencies, while the turnout increased in Quesna constituency as there are candidates from this town. The observers also spotted that there is a car no.7632M.L.S is used to transport the voters from their houses to the polling stations to direct them to vote for the independent candidate (A.H) in Ganzour village.

Sharqia governorate:

  The observers of the association that there was a fighting between the supporters of the candidates (A.L) and (M.H) and the supporters of the candidate (A.M), as the supporter of the latter candidate accused the supporters of the candidate (A.L) of paying money to the voters to direct them to vote for their candidate in the polling stations no.108 and 109 in Mostafa Kamel School, Zagazig constituency. As well as the supporters of the candidate (A.A) are paying L.E50 to the voters in Zagazig polling station no.23. The supporters of the candidate (M.M) are paying L.E100 for the voters in Al-Aynyat to drive them to vote for their candidate, while the turnout is moderate in the polling stations from the ladies and old persons.
