 Egyptian Association’s for Community Participation Enhancement fourth report on monitoring the first electoral day on the runoff of the second round of parliamentary elections

The observers of the Egyptian association for community participation enhancement spotted several irregularities that marred the first electoral day on the runoff on the second round of parliamentary elections 2015 till 8:30pm, and can be represented as follows:

Gharbia governorate:

The observers of the association spotted the supporters of the candidates (A.L), (M.A) and (M.Sh) in Al-Mahala constituency, launched propaganda campaign and a war of rumors against the candidate (A.B), as well as they are paying L.E100 for the vote. At the same these supporters made an alliance called “Shebeen alliance” and they have a plan to use some children, each child get into the polling station with the voter as if he is his son to see if this voter cast his vote for their candidate or not and informing them, and the latter give the voter the amount of money that agreed upon it for voting in favor of the founders of this alliance.

Cairo governorate:

In Hadeyq Al-Kobba constitueny, in front of Al-Moaassa School the supporters of the candidates (R.Kh) and (Kh.Sh) are directing the voters to vote for them after the declaration of their alliance together. The candidate (R.Kh) has a hospital belonging to the church where the voters are concentrated and being directed inside it, and reducing the fees of the hospital in order to make them vote in favor of this candidate.

In Al-Zaitoun constituency, the supporters of the independent candidates (Z.S) and (A.B) are paying L.E 100 for the vote to direct the voters to cast their votes in favor of these candidates.

The observers of the association also spotted that there’s a group concentration of voters by the independent candidates (A.A) and (D.A). In Al-Wayli constituency, there’s also a group concentration of voters by the independent candidate (M.A)

Sharqia governorate:

The observers of the association spotted the supporters of the candidate (M.B) in Al-Ibrahemya and Hehya constituencies, the female candidate (N.A) and her brother candidate (H.A) in Saqout, the fifth constituency, are paying L.E100 for the vote. In Zagazig constituency, in front of Al-Abnayat school, the commercial secondary school, Al-Sheikh Gobayl school and Al-Oreen school, the supporters of the candidates (M.A) and (S.S) are paying L.E100 for the vote, meanwhile the voting is still slim and only of ladies and old persons.
