 Egyptian Association’s for Community Participation Enhancement first report on monitoring the second electoral day on the runoff of the second round of parliamentary elections

The observers of the association continued monitoring the second electoral day on the runoff on the second round of parliamentary elections, they observed a delayed opening of the most polling stations all over the governorates because the judges didn’t arrive on time, while the voting is slim in 10 governorates (North Sinai, South Sinai, Qaliubiya, Dakahlia, Gharbia, Suez, Menoufia, Ismailia, Port Said and Kafr El-Sheikh) while the voting is varying in the polling stations in 3 governorates (Damietta, Menoufia and Cairo).

The most important observations till 12pm can be represented as follows:

Cairo governorate:

The observers of the association spotted 15-30 minutes delayed opening of the polling stations in the following schools Hoda Shaarawy, Abdallah Al-Nadeem, Ali Ben Aby Taleb, Al-masala in Mataria constituency, and the polling station no.81 in Al-Moaassa school, Hadayq Al-Kobba constituency because the judges didn’t arrive on time. The voting is slim in these polling stations, Al-Basateen constituency, and the 7th constituency which includes New Cairo, Al-Shrouq, Badr, Madinaty and Al-Rehab, meanwhile the turnout of the voters increased in 15th of May and Al-Tebeen constituency.

Damietta governorate:

The turnout of voters increased in the polling stations in Kafr Al-bateekh, the second constituency in Damietta which is the motherland of one of the candidates; and there is group transporting in this constituency.

Sharqia governorate:

The observers of the association spotted a delayed opening of 100 polling stations in some constituencies. About 30-60 minutes delayed opening of 82 polling stations, while the other 18 polling stations opened at 10am as the judges didn’t arrive on time, Such as the polling stations no.108 &109 in Mostafa Kamel School in Abou Kebir village, polling station no.99 in Abou Kebir village and the polling stations no.62 &63 in Zagazig. While the voting is slim in most polling stations.

Dakahlia governorate:

The observers of the association spotted 20 minutes delayed opening of the sub-committee in Kafr Hagag village in Dakrns, because the judge didn’t arrive on time as he was injured in car accident. As well as an hour delayed opening of the sub-committees in Abou Zaher primary school in Zaher village because the judges who is supervising on the three sub-committees in the school didn’t arrive as there was an accident on the agriculture road “Shrbeen-Kafr Al-Ghab” which resulted in an hour delayed opening of the polling stations. The observers of the association also observed that the voting is slim all over the governorates.

Menoufia governorate:

The observers of the association spotted in Kamsheesh village, the candidate (F.T) is using 12 tuktuks to transport the voters from their houses to the polling stations. And the candidate (M.A) is using a car no.3813L.M.S to transport the voters from their houses to the polling stations in Shebeen Al-Kom constituency. The turnout is increased in Tahshoubra, Bakhoom, Meet Bara, Mastay villages as there are candidates from these villages, while the voting is slim in the other constituencies.

 Ismailia governorate:

The observers of the association spotted 20 minutes delayed opening of 13 polling stations in Al-Qantara Sharq and Al-Qantara Gharb because of the bad weather conditions, as the judges arrived on time but they couldn’t get in the ferryboat to reach the polling stations which resulted in the delayed opening of the polling stations. The voting is slim in most polling stations all over the governorates.
