 Egyptian Association’s for Community Participation Enhancement second report on monitoring the second electoral day on the runoff of the second round of parliamentary elections

Buying of votes in 5 governorates (Cairo, Dakahlia, Sharqia, Port Said and Damietta), distributing food commodities to voters in the first governorate, group transporting of voters in 3 governorates (Sharqia, Damietta and Port Said) as well as turnout of Christians and old persons increased in some polling stations in Cairo. These are the most important observations which are observed by the observers of the Egyptian Association for Community Participation Enhancement throughout monitoring the second electoral day on the runoff on the second round of parliamentary elections process till 3:30pm, it can be represented as follows:

Dakahlia governorate:  

In Belqas in Al-Gazaer, Al-Damayra and Al-Dawasa villages, the association spotted irregularities by the supporters of the independent candidates (A.G), (Y.A) and (A.A), as they are advertising for the favor of these candidates using speakers and directing voters before the polling stations. As well as these supports are driving away the voters who refused to vote for such candidates, they are also paying L.E500 for the vote.

Port Said governorate:

In Al-Zohour constituency, in Aoqba Ben nafea primary school, the observers of the association spotted the supporters of the candidate (A.F) are using cars to transport the voters and they are directing the voters to vote before the polling stations.

In Al-Dawahy constituency, in Belal Ben Rabah School, the observers of the association spotted the supporters of the candidate (A.A) are transporting groups of voters by cars and paying L.E100 for the vote.

Damietta governorate:

In Bandar Damietta constituency, the observers of the association spotted the supporters of the candidate (S.A) are transporting groups of voters by rented cars and paying L.E100 for the vote in order to drive them to vote in favor of their candidate.

Cairo governorate:

In Al-Zaitoun constituency, the observers of the association spotted the supporters of the candidates (Z.S) and (A.B) are paying L.E300 for the vote, and the latter candidate are transporting groups of voters to the polling stations. While in Al-Mataria constituency, the supporters of the candidate (A.A) is distributing oil and sugar to the voters in their houses.

In Al-Sharabia and Al-Zawyeya constituencies, the candidate (N.G) is paying L.E500 for the vote.

In Hadaeyq Al-Kobba constituency, there is an obvious turnout of nuns as voters in Al-Moaassa School and Al-Noqrashy experimental school to vote in favor of the candidate (R.Z). The turnout of Christians and old persons increased in most polling stations in this constituency.  

Sharqia governorate:

In Abou Kebir in Al-Ghonameya town, the observers of the association spotted the supporters of the candidate (M.H) are using the speakers in a mosque belonging to “Ansar Al-Sunnah Al-Mohamdeya society” to do a religious propaganda to call on voters to cast their votes in favor of this candidate. In Hehya and Al-Ibrahemeya constituencies, the candidate (M.A) is paying L.E50 for the vote. In Derab Negm, Zagazig constituency, in front of Rabeea Falah School and Al-sawany school, the supporters of the candidate (A.A) and the female candidate (A.S) are paying L.E100 for the vote. In Abou Kebir town, the supporters of the female candidate (N.A) and the supporters of the candidate (A.L) are transporting groups of voters to the polling station to make them cast their votes in favor of these candidates.
